Mykhailo Nepran was born on October 19, 1964 in the village of Lynovytsya (Prilutskiy Area) of Chernihiv Region.
He graduated from T.G. Shevchenko Chernihiv State Pedagogical Institute with a degree in Teaching History and Social Sciences, Soviet State and Law. He completed his second higher education at Ukrainian Institute of Fund Market Development of Kyiv National Economic University, specializing in Finances.
Mykhailo Nepran is a business analyst. He has held managing positions at the Ministry of Economy of Ukraine, Secretariat of the Cabinet of Ministers of Ukraine, Administration of the President of Ukraine, State Commission on Securities and Stock Market of Ukraine.
He holds the Third Rank of Civil Servant and is an expert in issues of small and medium business support, deregulation and anti-corruption initiatives.
