In August 2026, the overall Business Barometer Index declined further to -13.4 (⇩2.1), reaching its lowest level over the past year.
Pessimistic sentiment prevails across all four sectors, with mostly moderate negative dynamics. The most challenging situation is observed in manufacturing (-16.4, ⇩3.0) and trade (-15.7, ⇩0.8). Businesses in the services sector (-9.2, ⇩2.2) assess the situation somewhat more positively. Construction (-2.1, ⇧2.6) performs better than the other sectors

Regardless of business size, negative expectations dominate across all categories, with signs of easing only among large enterprises (-5.8, ⇧0.6). Among micro (-14.4, ⇩1.5), small (-15.3, ⇩2.0), and medium-sized enterprises (-12.8, ⇩3.9), pessimistic expectations about the future have become more pronounced.
Exporters’ expectations remain more optimistic than those of the business community overall (-12.5, ⇩3.8).

Survey results on expectations regarding the new government’s ability to improve business conditions show that a relative majority of entrepreneurs (42%) do not expect any significant changes. Only 8% expect substantial positive changes, while another 26% anticipate moderate positive changes. Nearly a quarter (24%) expect negative changes of varying intensity. Overall, the majority of the business community remains doubtful that the new government will be able to improve the conditions for doing business.

About the “Business Barometer”
The Business Barometer from the Ukrainian Chamber of Commerce and Industry (UCCI) reflects the views of enterprises and entrepreneurs who are members and partners of the UCCI. It shows expectations regarding changes in the business environment for the upcoming month compared to the previous one.
It is based on a survey that takes into account the status of indicators (“sub-indices”) of respondents’ activities in four sectors (manufacturing, construction, trade, services). The Business Barometer is adapted to the needs of members and partners of the UCCI. A unique feature of the
Business Barometer is the inclusion of specialized sectoral questions and an analysis of the state of exports, providing an additional perspective on market conditions.
The main goal of the Index is to provide enterprises and entrepreneurs who are members and partners of the UCCI with a simple and accessible tool for assessing changes in the business environment in Ukraine.
The Business Barometer value of 0 points indicates no change in expectations. A value above 0 suggests that businesses anticipate an improvement in economic trends compared to the previous month. A value below 0 reflects negative expectations regarding changes relative to the prior month.
