On October 1, the Ukrainian Chamber of Commerce and Industry (UCCI) will host a roundtable discussion titled "The Future of Ukraine's Healthcare: Challenges, a Level Playing Field, and Public-Private Dialogue."

The core focus will be the regulatory framework governing private healthcare providers next year and whether Ukrainian patients will retain access to state-funded diagnostic tests at facilities of their choice.

While individuals hold doctor referrals for free diagnostic tests, restrictive policies force private laboratories to cut funded quota slots, effectively limiting where patients can receive care.

The event will also address foreign direct investment and European integration. Disparate conditions between public and private providers conflict with EU regulatory standards and undermine Ukraine's broader investment climate.

Because MGP terms are reviewed annually and the 2027 parameters remain open, this roundtable aims to establish economically viable, non-discriminatory conditions before the upcoming rules are finalized.

Legal remedies will also be reviewed: formal complaints have been filed with the Antimonopoly Committee of Ukraine, legal challenges are pending in court, and an official appeal has been submitted to the European Commission.

A featured presentation will be delivered by Oscar Gaspar, President of the European Union of Private Hospitals (UEHP). He will address how European systems integrate public funding with private service delivery, resolve regulatory disputes, and maintain the predictability required to sustain private capital investment.

The roundtable takes place alongside the international conference Rebuild Ukraine: Health & Rehabilitation, aligning with peak attendance by foreign delegates.

The event is organized by the Ukrainian Chamber of Commerce and Industry, Synevo, CSD LAB, TomoClinic, and the Private Healthcare Institutions Association, with legal support from Syrota Dzis Melnyk & Partners.

Following the discussion, participants plan to draft specific amendments to Cabinet Resolution No. 1808 and petition for the repeal of NHSU Order No. 377.

The coalition will also propose a standing working group comprising the UCCI, NHSU, the Ministry of Health, the Cabinet of Ministers, and private providers to ensure 2027 regulations are shaped through structured dialogue on non-discriminatory terms.
