Call for Proposals: Mentoring services in industrial products' compliance

In the framework of the project «Comply – and Sell More», implemented by the Ukrainian Chamber of Commerce and Industry in partnership with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in 2021-2022, the following activities will take place:  

  1. Design and organisation of 2 two-day online trainings in compliance of industry sectors with the EU and Ukraine’s legislation by trainers from chambers

Objectives:

  • To develop the capacity of trainers in the system of chambers of commerce and industry to develop trainings in compliance for sectors and specific groups of industrial products, so that they are then able to develop similar trainings for producers, importers, and distributors of other product groups without external assistance;
  • To develop and deliver two product-specific trainings to compliance and export consultants, testing them at the same time on a small group of micro-, small- and medium-sized enterprises.

    Method: An external international expert will conduct a 3-day training or masterclass in sector-specific training development for trainers from chambers, whereafter the expert will be guiding the latter as a mentor while the trainers will be developing trainings for two target sectors or product groups from the sectors. At the end, the trainers will deliver two respective trainings to compliance and export consultants, as well as to a small group of MSMEs.  

Target sectors for the training/masterclass: machine-building, construction products, food packaging products.

Timeframe: January 2021 – April 2022

  1. Implementation of technical file preparation service for producers, importers, and distributors of products from the target sectors by chambers

    Objectives:
  • To expand the competences of experienced compliance consultants in the chamber system, adding product groups from the target sectors to it;
  • To help new compliance consultants to build skills at delivering technical file preparation service through working with real clients;
  • To develop an internal mentoring culture in the chamber system.

 

Method: Working in trios (experienced and new consultants guided by an external international expert), consultants will help 10 MSMEs prepare technical files.

Timeframe: February 2022 – July 2022

To implement the mentioned activities, the Ukrainian CCI is looking for an international expert or a team of international experts to perform the following assignments by mentoring consultants in chambers:

  1. Conducting a 3-day training or masterclass in developing sector-specific trainings in compliance of products from three target sectors for trainers in the chamber system;  
  2. Guiding trainers while they will be developing trainings for two sectors or product groups, checking the developed materials and giving recommendations on amending and improving them;  
  3. Guiding compliance consultants while delivering technical file preparation service to 10 MSMEs that produce, import or distribute products from the target sectors.

 

Requirements to international experts’ qualifications:
Education:
Master’s degree or equivalent in economics, business, trade or similar disciplines.  
Experience:

  • At least 10 years of work in developing capacities of business and/or trade support organisations in Ukraine or abroad;
  • At least 5 years of work with the EU and Ukraine’s trade legislations;
  • At least 3 years of work in assisting businesses in compliance of industrial products with the EU and Ukraine’s requirements;
  • At least 10 years of experience in developing training materials and conducting training activities for organisations and enterprises;
  • At least 5 years of mentoring experience;
  • At least 5 years of work in Ukraine;
  • Fluent business Ukrainian and English;
  • Experience of cooperation with chambers of commerce and industry in Ukraine;
  • Cooperation with international technical assistance projects will be an advantage.


The procurement of services will be conducted through a tender procedure and include the following stages:

3.Making a decision on recommending the potential contractor to the UCCI leadership for signing a contract with themUp to 2 work days

The tender proposal should be submitted in English and comprise:


- Technical proposal (approach to the assignments execution);
- Detailed description of the respective competences and experience of an applicant;
- Detailed resume of an expert and team of experts, who will execute the assignments;  
- Financial proposal.

Proposals Assessment

  1. Technical proposals will be assessed against the following criteria:

 
a) technical proposal (20%);   
b) experts’ experience in building capacities of business and/or trade support organisations (10%);
c) experience with the EU and Ukraine’s trade legislations (10%);
d) experience in assisting businesses in compliance of industrial products with the EU and Ukraine’s requirements (10%);
e) experience in developing training materials and conducting training activities for organisations and enterprises (10%);
f) mentoring experience (10%);
g) language proficiency (Ukrainian, English) (10%);
h) experience of cooperation with CCIs in Ukraine (5%).
 

Proposals will be ranked according to their technical scores as follows: TS=a+b+c+d+e+f+g+h.  
The minimum technical score for passing to the next stage is 70%.
 

  1. Opening financial proposals

After technical proposals are assessed, the financial proposals of only those proposals, whose technical score equals or exceeds 70%, will be opened.  
 

  1. Combining the results of technical and financial assessments

 

Proposals will be ranked according to the sums of their technical and financial scores using weighs (T = 85; F = 15; T + F = 100).
 
The highest-ranking proposal will win the contract.
